On Sunday, November 26, 2023, at approximately 2:20 a.m., Blaine County Sheriff’s deputies responded to a report of a man lying in the middle of State Highway 75 near Hospital Drive, south of Ketchum, Idaho.
Upon investigation, it was determined that the 38-year-old male from Salt Lake City, UT was a vehicle vs. pedestrian collision victim. While deputies on the scene attended to the victim, additional deputies began looking for a vehicle with front-end damage on the roadways.
At approximately 2:25 a.m., a Blaine County Sheriff’s deputy initiated a traffic stop on State Highway 75 near Mountain View Lane in Hailey, Idaho on a vehicle with front-end damage. Deputies determined that the blue 2015 Chevrolet Captiva had recently been involved in the pedestrian collision.
The driver, Clenida Celia Orihuela Tapia, age 19, of Emmett, Idaho, reported that she was unsure of what she hit, but she did not stop. Orihuela Tapia was arrested and initially charged with felony Leaving the Scene of an Accident Resulting in Injury or Death, I.C. 18-8007, and misdemeanor Possession of an Open Container of Alcohol in a Vehicle, I.C. 23-505.
At her arraignment, Monday afternoon in Magistrate Court, the Blaine County Prosecuting Attorney's Office amended the charges to felony Leaving the Scene of an Accident Resulting in Injury or Death, I.C. 18-8007, and felony Aggravated Driving Under the Influence, I.C. 18-8006.
As of publication time, Orihuela Tapia remains in the Blaine County Detention Center.
The victim was transported to St. Luke’s Wood River Medical Center by ground ambulance and then to St. Alphonsus Hospital in Boise by air ambulance with serious injuries.
